PM Kusum Scheme: Components, Objectives, Subsidy, Who Will Apply

To increase the farmer’s income, provide irrigation resources, and de-dieselise the farm sector, the Government of India introduced a scheme called the Pradhan Mantri Kisan Urja Surakshaevam Utthaan Mahabhiyan (PM-KUSUM) or the PM Kusum Yojana.

What Is The PM-KUSUM Scheme?

Under the guidance of the Ministry of New and Renewable Energy (MNRE), they launched the PM-KUSUM scheme or Pradhan Mantri Kisan Urja Suraksha Utthan Mahabhiyan in 2019. After receiving administrative clearance in March 2019, the ministry developed guidelines in July 2019.

By assisting in installing off-grid solar pumps on village lands (rural areas), the scheme aims to reduce their reliance on the grid. It is valid for sites connected to the grid.

The scheme intends to increase farmers' income by selling excess electricity generated and reducing their overdependence on diesel. Ministry of New and Renewable Energy launched the scheme across the country.

The Aim Of The KUSUM Scheme

Through this scheme, the government plans to produce 25,750 MW of solar energy by 2022. The central government will invest approximately Rs. 34,422 crores in this scheme.

Objectives Of KUSUM Scheme

PM KUSUM aims to de-dieselise irrigation sources by making cutting-edge technology available to farmers. Its main objectives include the following.

• With solar pumps, farmers can achieve much more effective and environmentally friendly irrigation, as these pumps can generate safer electricity.
• The pump sets contain an energy power grid which generates more power than diesel-powered pumps. As a result, farmers can increase their income by selling the additional electricity directly to the government.

Features Of KUSUM Scheme

The KUSUM Scheme consists of three components with varying features:

Component A

• Workers will construct 10,000 MW of decentralised renewable energy power plants on barren land under this scheme.
• Farmers, panchayats, cooperatives, Water User Associations (WUA), groups of farmers, and Farmer Producer Organizations (FPO) will construct these grids.
• The power projects will surround the substation within 5 kms.

Component B

• It provides farmers with support for installing standalone solar agriculture pumps valued at Rs. 17.50 lakh. • As a replacement for existing diesel agriculture pumps, these pumps will have a capacity of up to 7.5 HP. • In some cases, the system’s capacity can exceed 7.5 HP, but the scheme will provide financial support only up to 7.5 HP.

Component C

• The scheme will support individual farmers with grid-connected agriculture pumps to solarize them, which aims to solarize 10 lakh grid-connected agriculture pumps.
• Distribution Companies of India (DISCOMs) will purchase solar power at a predefined rate.
• Using the generated solar energy, farmers can meet their irrigation needs.

Who Is Eligible For The KUSUM Scheme?

KUSUM Scheme is open to the following categories:

• An individual farmer
• Farmer producer organisation or FPO
• Panchayat
• A group of farmers
• Water User Associations
• Co-operatives

The Benefits Of The KUSUM Scheme

Benefits of Pradhan mantri KUSUM Yojana include the following.

• The solar plants built by the Indian Government can generate a total of 28,250 MW of power.
• With the government subsidising 60% and providing a loan of 30%, the farmers will only have to bear 10% of the total cost of installing solar plants and pumps.
• In line with the details of the KUSUM Scheme, the government will provide subsidies to help install state-of-the-art solar pumps. Since the solar pumps are 720 MV by capacity, they will improve irrigation.
• By using this scheme, farmers can sell extra power generated by their plants directly to the government, which will enhance their incomes.
• Landholders in rural areas can generate a stable income by implementing solar plants on barren, uncultivated land.
• It is planned to install solar plants on cultivable lands above a minimum height. This way, farmers can continue cultivating the plants after installation.
• By increasing the use of renewable energy, the PM KUSUM Scheme helps reduce pollution on farms and encourages eco-friendly practices.
