PM Vishwakarma Yojana for Weavers in Arunachal Pradesh: Loans, Toolkit Support, and Where to Register
Table of Contents
Traditional weavers of Bomdila and other parts of Arunachal Pradesh can avail of collateral-free enterprise loans up to ₹3 lakh in two installments at a concessional rate of interest of 5 per cent under the PM Vishwakarma Yojana, a grant of ₹15,000 for a toolkit and free skill training with a daily stipend, subject to the conditions and eligibility of the scheme.
Bomdila is the heart of West Kameng district and weaving traditions here are not a craft curiosity, but livelihood. Monpa weavers make traditional woollen shawls, carpets and prayer rugs using traditional methods passed down through generations. In nearby Lower Subansiri, Apatani weavers weave their own distinctive patterned cloth. Both are part of the handloom-weaver trade category, one of the 18 eligible trades under PM Vishwakarma.
In Arunachal Pradesh, the registration and awareness for the scheme are being carried out through the District Industries Centre (DIC) and Common Service Centres (CSC). It is good to register early as PM Vishwakarma is based on annual budget allocations, it puts a weaver ahead of the next lot and not behind.
What Is PM Vishwakarma and Who Can Apply in Arunachal Pradesh?
The scheme has been launched nationally on 17th September 2023 under the Ministry of MSME. It covers 18 traditional trades with four benefit tracks: recognition, skill training, toolkit grant and enterprise credit. All applicants must meet three criteria: be 18 years of age or older, be employed in the declared trade, using hands and tools, and not be a government employee. Benefits are available to a single family member
One common pitfall: you must not have availed a loan under a similar Central or State self-employment/business credit scheme (PMEGP, MUDRA, PM SVANidhi, etc.) in the previous five years. If you had such a loan and paid it off in full, you are still eligible.

Eligible Trades for Weavers and Textile Artisans
The Monpa and Sherdukpen weavers of Bomdila generally come under the handloom weaving category. The trade of “Basket/Mat/Broom Maker/Coir Weaver” includes cane and bamboo basket and mat makers. Both are under PM Vishwakarma. The toolkit distributed is different for each sub-type. Handloom weavers are given loom components and accessories, and cane workers are given splitting and weaving tools. However, the toolkit grant is the same ₹15,000 e-voucher amount.

How the 5% rate works: 5% is what the artisan pays for. The lending institution charges its applicable rate, and the Government of India pays a subvention of 8% interest to the lender to keep the effective cost to the beneficiary at 5%. As a result, the interest cost on a Tier 1 loan is a fraction of that which a comparable loan at typical market rates would carry, meaningful saving for a household-level weaving enterprise.
The e-voucher toolkit for handloom weavers can cover loom-frame components, replacement of heddles and reed, shuttle sets, yarn-measuring equipment, and finishing tools, an upgrade that can boost the daily output of a Monpa weaver using an older loom.
When PM Vishwakarma Loans Aren't Enough
A Monpa weaver setting up a proper workshop, with two looms, a quarter's raw-wool stock, and basic finishing equipment, might need roughly ₹3 lakh to ₹5 lakh in total capital. A weaver scaling to export markets through a craft aggregator or government fair needs working capital for yarn procurement, shipping, and packaging that can run above ₹2 lakh.

An IIFL Finance business loan can help bridge the gap above the scheme ceiling, subject to applicable eligibility criteria and lender assessment. A clean repayment record under PM Vishwakarma is a positive data point in any subsequent business loan application. For more on the scheme, see IIFL Finance's guide to the PM Vishwakarma Yojana.
Conclusion
For a traditional weaver in Bomdila or elsewhere in Arunachal Pradesh, PM Vishwakarma offers a rare combination: formal recognition, free skill training with a stipend, a ₹15,000 toolkit grant, and collateral-free credit of up to ₹3 lakh at an effective 5% interest. Handloom weaving and cane-bamboo work both qualify among the 18 trades.
The practical steps: confirm you meet the eligibility conditions (including the five-year prior-scheme rule), register through your DIC or a CSC, complete the training to unlock the toolkit and Tier 1 credit, and build a clean repayment record. Where your plans outgrow the ₹3 lakh ceiling, an IIFL Finance business loan can complement the scheme, with terms subject to eligibility and applicable policies.
