Mizoram manufacturing units, including spice grinding operations and essential oil extraction businesses in Saiha and Lunglei, can access subsidies of up to 95% on ZED certification costs under the Ministry of Micro, Small and Medium Enterprises' Zero Defect Zero Effect scheme. For a micro enterprise in Mizoram, the Bronze-level certification fee of INR 10,000 can effectively drop to zero after the INR 10,000 joining reward is applied. The process of achieving that certification, however, often requires investing in process upgrades, equipment calibration, or quality documentation before the assessor visits. That is where having the right funding in place from the outset matters. IIFL Finance offers business loans that can cover pre-certification upgrade costs, and for unit owners holding gold assets, a Gold Loan from IIFL Finance is a quicker option requiring only the gold and a photo ID to access funds.

What Is the ZED Certification Scheme?

The ZED scheme, short for Zero Defect Zero Effect, is a voluntary certification initiative under the Ministry of Micro, Small and Medium Enterprises (MoMSME). It is implemented by the Quality Council of India. The scheme certifies manufacturing businesses on two dimensions: quality of output (Zero Defect, meaning products with no defects or rejections) and environmental impact (Zero Effect, meaning minimal harm to soil, water, and air).

Any manufacturing enterprise registered under Udyam can apply. This includes spice grinding units, essential oil distillation businesses, bamboo product manufacturers, food processing units, and other agro-processing operations across Mizoram, including Saiha in the Siaha district.

Additional Benefits for NER Manufacturing Units

Beyond the certification cost subsidy, ZED-certified units in Mizoram access a range of downstream financial benefits:

  • CGTMSE enhanced coverage: ZED-certified units are eligible for 85% guarantee coverage under CGTMSE (compared to the standard 75%), which improves access to collateral-free business credit
  • Testing and product certification assistance: Up to 75% of testing and product certification costs, with a ceiling of INR 50,000
  • Consultancy and handholding support: Up to INR 2 lakh for ZED-certified units
  • Technology upgradation support: Up to INR 3 lakh for adopting Zero Effect solutions

Eligibility for ZED Certification in Mizoram

Three conditions define eligibility:

  • A valid Udyam Registration Certificate (the Udyam number is the primary identifier on the ZED portal)
  • Classification as a Micro, Small, or Medium manufacturing enterprise under applicable classification thresholds
  • Active manufacturing or agro-processing activity as the primary business

There is no state restriction or district restriction. All Mizoram districts including Siaha (Saiha), Lunglei, Kolasib, and Aizawl qualify.

Sector-specific notes:

Spice grinding units: Qualify as manufacturing enterprises. ZED assessment for a spice unit covers consistency of product quality (moisture content, grind fineness, contamination control), waste management (husk and packaging waste), energy use, and worker safety. These are achievable standards for a well-run unit.

Essential oil distillation units: Qualify under manufacturing. Assessment covers: distillation equipment calibration, batch consistency, effluent (spent biomass) management, energy efficiency of the distillation process, and product testing for purity.

Documents required for ZED application:

  • Udyam Registration Certificate
  • Aadhaar or PAN of the proprietor or authorised signatory
  • Bank account details (cancelled cheque)
  • GSTIN (if registered)
  • Manufacturing or trade licence
  • Photographs of the manufacturing premises (required at application stage)

How to Apply for ZED Certification: Step-by-Step

  1. Take the ZED Pledge at zed.msme.gov.in. This is free, takes approximately 5 minutes, and earns INR 10,000 joining reward. The pledge commits the unit to uphold Zero Defect Zero Effect values. The reward is valid for one year from the pledge date.
  2. Register on the ZED portal using the Udyam Registration number. The portal is a single-window system for the full certification journey.
  3. Select certification level. Bronze is the recommended first level for Saiha units new to the scheme. It has fewer assessment parameters and a faster cycle than Silver or Gold.
  4. Upload documents. The portal accepts Udyam certificate, bank details, Aadhaar/PAN, and manufacturing premises photographs. Apply the joining reward at this stage to offset the certification fee.
  5. Pay the subsidised fee. After applying for the joining reward and subsidy, the portal calculates the net amount payable. For a micro unit choosing Bronze and applying for the INR 10,000 joining reward, the net payment is zero.
  6. Assessor evaluation. For Bronze level, the assessment may be remote or onsite. The assessor reviews the documents, processes, and quality practices of the unit. Handholding support of up to INR 2 lakh is available to help prepare for the assessment.
  7. Receive the certificate. On successful assessment, the ZED certificate is issued and valid for 3 years. The unit can then access CGTMSE enhanced coverage, technology upgradation support, and other downstream benefits.

Handholding support is also available via the District Industry Centre (DIC) in Aizawl and through the MSME Development Institute. First-time applicants in Saiha can contact the DIC for local facilitation.

Funding Your ZED Journey

The certification fee itself, after subsidy, is modest. The more significant investment is often in the process upgrades needed before the assessment: calibrating equipment, setting up batch records, installing effluent management, or upgrading packaging. These costs are not covered by the certification subsidy directly, though the technology upgradation support of up to INR 3 lakh and consultancy support of up to INR 2 lakh are available post-certification.

For units that need to make improvements before the assessment, a Gold Loan from IIFL Finance is the quicker and suitable way to access capital, requiring only gold ornaments and a photo ID, disbursing quickly at a branch. For units needing a larger structured facility to cover upgrades, equipment purchases, or working capital during the 2-to-4-month certification cycle, a business loan from IIFL Finance offers flexible tenure and minimal documentation. ZED-certified units also benefit from the 85% CGTMSE guarantee coverage, which strengthens any subsequent loan application made after certification.

Frequently Asked Questions

Q1.
What is the ZED scheme and who runs it?
Ans.

ZED stands for Zero Defect Zero Effect. It is a voluntary certification scheme under the Ministry of Micro, Small and Medium Enterprises (MoMSME), implemented by the Quality Council of India. It certifies manufacturing businesses at three levels: Bronze, Silver, and Gold, based on their quality and environmental practices.

Q2.
Can a spice grinding unit or essential oil business in Saiha apply for ZED?
Ans.

Yes. Any manufacturing unit with a valid Udyam Registration can apply regardless of sector or location. Spice processing, essential oil distillation, bamboo craft units, and other agro-processing businesses in Saiha, Lunglei, or any other Mizoram district qualify fully.

Q3.
How much subsidy does a micro enterprise in Mizoram get on ZED certification?
Ans.

A micro enterprise in Mizoram qualifies for 80% base subsidy plus 10% NER top-up, totalling 90% of the certification fee. Units, also part of a SFURTI or MSE-CDP cluster receive an additional 5%, bringing the maximum to 95%. The INR 10,000 joining reward makes bronze certification effectively free for micro enterprises.

Q4.
What documents are required to apply for ZED certification?
Ans.

Required documents: Udyam Registration Certificate, Aadhaar or PAN of the proprietor, bank account details, GSTIN (if registered), manufacturing or trade licence, and photographs of the manufacturing premises. All are uploaded on the ZED portal at zed.msme.gov.in after taking the ZED Pledge.

Q5.
Is ZED certification mandatory?
Ans.

No. ZED certification is entirely voluntary. However, certified units receive preferential treatment in government procurement, CGTMSE enhanced guarantee coverage of 85%, interest rate concessions from participating financial institutions, and the INR 10,000 joining reward.

Q6.
How long does the ZED certification process take?
Ans.

The process typically takes 2 to 4 months from pledge to certificate. Bronze level is the fastest, with fewer assessment parameters. Handholding support of up to INR 2 lakh is available to help units prepare for the assessor’s visit.

Q7.
Does ZED certification help in getting a business loan?
Ans.

Yes. ZED-certified units are eligible for 85% CGTMSE guarantee coverage (compared to the standard 75%), which strengthens access to collateral-free credit. Several financial institutions also offer interest rate concessions of 0.5% to 1% for ZED Silver and Gold certified units.

Q8.
What is the validity of the ZED certificate?
Ans.

The ZED certificate at bronze, silver, or gold level is valid for 3 years from the date of issue. Units can renew or upgrade to the next level before expiry. Upgrading retains the same subsidy structure applicable at the time of the new application.
